COMPLIANCE COORDINATOR

What we are looking for

We are seeking an experienced Compliance Coordinator with a minimum 3 years’ experience in a compliance & enforcement role in a large regulatory organization and experience leading teams with a regulatory compliance focus. In collaboration with the Manager Customer Services & Governance you will develop, review, advise on and practice compliance and enforcement in accordance with policy and procedures that guide Council staff when addressing allegations of unlawful activities. You will also coordinates the operations of the Council Rangers and Compliance Officer and the regulatory compliance functions of Council. Also includes coordination of Companion Animals and Parking activities and the enforcement of other relevant legislation. 

This is an exciting opportunity to work with an ever-changing dynamic team within the Mid-Western Regional Council.

This role is a full-time role based on site in Mudgee with options of flexible working arrangements.

The salary range being offered for this full-time position is $3670-$4130 gross per fortnight plus superannuation which equates to an annual salary of $95,425- $107,387 gross plus superannuation (dependent on skills, qualifications and experience).

Key Accountabilities

  • To
    oversee the Council Ranger’s operations, objectives and performance, and to
    provide feedback to the Manager Customer Services & Governance as required.
  • Maintaining
    established compliance and enforcement systems whilst ensuring related policies
    and procedures are adhered to and remain aligned with relevant legislation and
    Council priorities.
  • To
    provide quality customer service through clear and accurate advice and feedback
    to the public and Council’s staff via face to face discussions, over the phone
    and written correspondence.
  • To
    develop and maintain proactive compliance activities and strategies including
    improvement to internal processes.
  • To provide
    advice and support on compliance and enforcement options and activities across
    Council.
  • To facilitate
    enforcement action following initial investigations by responsible department
    or subject matter experts. This applies to legislation where Council is the
    regulatory authority, including (but not limited to) Companion Animals,
    Parking, Unattended Articles, Planning & Development, Health & Building,
    Waste & Environment, Public Health & Safety and Business Use of
    Footpath applications.
  • To support
    Council staff in conducting effective complaints handling and investigations
    practices, including adherence to the following stages; (1) preliminary assessment of allegations
    and information, (2) conducting investigations and collation of evidence when
    necessary, (3) Developing and selecting compliance and enforcement options
    after the investigation, (4) Discretionary decision making and relevant
    consideration in the enforcement context and (5) Deciding on prosecution action
  • Participate
    in annual and short-term planning of work activities and projects aligned with
    Council’s Operational and Delivery Plan.
  • Develop
    policies and procedures and provide ongoing review, support and guidance of
    compliance and enforcement officers across Council departments.
  • Liaise
    with external agencies where authority and/or jurisdiction are unclear or
    further research os required.
  • In
    addition to the Manager CS & Gov liaise with Council’s legal representatives where legal advice is required
  • Liaise and collaborate internally with other
    MWRC work units and external agencies to maximise resources, information, and
    expertise.
  • Representing Council on legal matters as
    required by Council.
  • Demonstration
    of the core values and behavioural requirements of the Workplace Environment

  • To
    undertake any other duties as reasonably directed by the Manager Customer
    Services & Governance that align with the position's core functions and
    capacity.

Selection criteria

  • Minimum 3 years' experience in a compliance & enforcement role in a large regulatory organization
  • Experience leading teams with a regulatory compliance focus 
  • Relevant tertiary qualifications at degree level or relevant experience 
  • Experience facilitating and administering performance appraisal processes
  • Knowledge and experience of complaints and grievance handling principles and processes 
  • Sound understanding of the rules of evidence and Court process 
  • Sound understanding of and experience in the application of procedural fairness 
  • Policy development, review and implementation
  • Demonstrated experience applying conflict resolution and negotiation skills 
  • Ability to plan work activity both short-term and annually 
  • Highly developed oral and written communication skills and sound numeracy skills 
  • Valid NSW Drivers License
