Salary Range: $1,259 - $1,436 per 35 hour week + superannuation

The RMCC Technical Officer is responsible for overseeing the effective management, implementation, and monitoring of the Road Maintenance Council Contract (RMCC). This includes ensuring compliance with all legislative and contractual requirements, maintaining quality standards, and supporting the delivery of maintenance and construction works on state roads. Along with a strong understanding of road maintenance and construction processes, including contract management and quality assurance, you will need to be highly organised with excellent attention to detail, be solutions-focused and quick to adapt.
As RMCC Technical Officer you will provide essential project and planning support across key projects, liasing with Contractors and key stakeholders, so you will need excellent communication and stakeholder management skills. You will be involved in all aspects of various road construction and maintenance projects - preparing works proposals and scopes of work, monitoring projects, ensuring quality and safety compliance in line with contract requirements, delivering RMCC specific inductions and training, and being the key contact for the community in regard to RMCC projects.

This position is located in the beautiful town of Coonabarabran, known as the Astronomy Capital of Australia, which is midway between Melbourne and Brisbane and is known for its beautiful landscape and stunning night skies. The town has medical services, excellent schools, a variety of sporting and social clubs and a thriving tourism Industry. With the nearby Warrumbungle National Park, which is also Australia’s first Dark Sky Park, there is plenty to do and explore whether you’re looking for adventure or relaxation.
Selection criteria include:
- Demonstrated experience in contract management, specifically in road maintenance and construction projects
- Knowledge of Transport for NSW standards, specifications, and processes
- Proficiency in preparing and managing traffic and maintenance plans (TMP, TGS, ROL, SZA)
- Experience in quality assurance, WHS, and environmental compliance
- Strong project management skills, including developing scopes, budgets, and timelines
- Proficiency in using asset management systems such as Reflect
- Excellent written and verbal communication skills
- Ability to manage subcontractors and ensure compliance with contractual requirements
- Class C driver’s licence - this is essential
- OHS Construction Induction Card (“whitecard”).
It is a plus if you have tertiary qualification in civil engineering, project management, or a related field, experience in local government or state government contracts and record management systems and practices.
