About the opportunity

We have an exciting permanent, full-time role for an experienced, high-performing professional with a passion for innovation and continuous improvement.

This is a great opportunity to lead key business improvement initiatives in one of Australia’s largest and most dynamic councils.

You will be part of a dynamic team leading service delivery reviews and implementing outcomes, enhancing our business through targeted projects and providing insight to decision-makers.

Working across the organisation at all levels, you will lead service reviews, support the business in implementing change and conduct key business improvement projects from our industry-leading Better Practice Reviews program.

Qualifications and experience

Essential:

  • Tertiary qualifications in Business, Accounting, Human Resources, Organisational Development or an
    associated field
  • Minimum of 7 years relevant professional experience
  • Demonstrated experience in business review or service review and improvement programs
  • Excellent project management and organisational skills, including the ability to handle complex problems,
    prioritise and meet deadlines
  • Proven capability in benchmarking, performance measurement and reporting systems in a large and
    complex organisation
  • Excellent interpersonal skills and ability to communicate, influence, challenge and build relationships at
    all levels with diverse stakeholders
  • Advanced presentation and report writing skills
  • Strong computer skills and understanding of business information systems, process mapping and
    business improvement tools and techniques
  • Availability to work flexible working hours
  • Current ‘C’ class driver's licence.

Desirable

  • Broad knowledge of local government functions and governance
  • Formal process improvement accreditations, project management qualifications and/or change
    management certification
  • Experience working with business analytics tools, agile environments and lean frameworks
  • Capability in organisational development, organisational behaviour or change and transformation
  • Highly developed skills to analyse, interpret and present complex financial and non-financial data
  • Highly developed skills in team facilitation to achieve timely and desirable outcomes.

Remuneration and benefits

The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement.

  • Entry level for this position starts at $2,259.51 per week
  • 35-hour working week 
  • Opportunity to participate in Council's flextime arrangement
