About the role
As the Community Development Stream Leader at North Burnett Regional Council, you will lead a dynamic and cross-functional team responsible for empowering communities through programs and services that strengthen connections, foster resilience, and enhance well-being across our diverse region.
This multifaceted position combines strategic leadership with hands-on delivery of key initiatives, including community capacity-building, library programs and major events such as Australia Day celebrations and Citizenship Ceremonies – which could involve out of hours work commitments. You will oversee critical functions, including the Community Grants Program, Sport and Recreation, Regional Arts Development Fund (RADF), and day-to-day operations of the North Burnett Transport Service.
Your role will involve building strong networks and partnerships with community leaders, organisations, and government agencies, while ensuring the alignment of initiatives with council objectives. With a focus on community engagement and resilience, you will also contribute to disaster recovery efforts and support the social, economic, and human recovery of the region.
About you
You are an experienced and proactive leader with a passion for empowering communities and fostering meaningful connections. Your expertise in community development, stakeholder engagement, and project management equips you to navigate the challenges of a regional environment with confidence and creativity. You hold relevant tertiary qualifications or equivalent expertise gained through substantial experience, along with an IAP2 Certificate of Engagement (or the willingness to obtain this within a suitable timeframe). An unrestricted ‘C’ class driver’s licence and a current Positive Notice Blue Card are essential to your success in this role. You have demonstrated experience in leading diverse teams, managing significant projects and events, and preparing high-quality strategies and reports. Your strong communication and interpersonal skills enable you to collaborate effectively with internal and external stakeholders, while your analytical abilities ensure the delivery of impactful, community-focused outcomes.
With a proven ability to manage budgets, coordinate programs, and develop policies, you are also adept at fostering a culture of safety, innovation, and excellence. Your commitment to customer service, attention to detail, and high-level computer skills round out your profile as a skilled and driven professional.
Key responsibilities will include, but are not limited to:
- Provide effective supervision and leadership of a dynamic cross-functional team with an emphasis on coaching to promote a high-performance culture, and model high safety standards and behaviours.
- Provide high quality customer service, advice and assistance to internal and external stakeholders with a focus on positive customer experiences in each functional area of the Community Development Stream.
- Lead the coordination and oversight of Council’s Community Grants Program and the Regional Arts Development Fund Program (RADF).
- Provide specialist advice regarding community development practice, programs and initiatives to support community aspirations and corporate objectives.
- Build and maintain strong networks, relationships and partnerships through consultation and engagement with community leaders, community organisations, non-government organisations and State and Federal government Departments.
- Lead community development initiatives through community capacity and resilience, wellbeing and inclusion, utilising contemporary community development approaches and practices.
- Lead the delivery of Councils major events including Australia Day and Citizenship Ceremonies.
- Contribute to Council’s disaster management response and recovery capabilities including Human, Social and Economic recovery.
- Develop, implement, manage and review policies, procedures and supporting systems, ensuring that all relevant legislative and regulatory requirements and standards are met.
- Manage the Community Development Stream expenditure budget and associated costs and contribute to the development of the areas budget each financial year.
- Prepare high quality plans, reports or strategies relevant to the Community Development Stream.
