About the Opportunity

We are seeking a dedicated and experienced Environmental and Biosecurity Specialist to join our team and support the Manager Environment and Sustainability within the Infrastructure Department. This role is pivotal in providing expert environmental and biosecurity advice across all areas of the Council.

As the Environmental and Biosecurity Specialist, you will manage and lead the Biosecurity Team, ensuring the successful implementation of Biosecurity Management Strategies and Plans. You will also be accountable for managing the team's budget and ensuring compliance with all related environmental and biosecurity regulations.

More specifically, your responsibilities include but are not limited to:

  • Manage Council's Biosecurity Team, ensuring the effective delivery of Biosecurity functions to meet Council's legislated requirements and agreed levels of service including assisting with reporting and budgeting.
  • Assist with progressing Council's environmental performance via maintaining Council's Environmental Protection Licence(s).
  • Support the Recycled Water Management System and the Drinking Water Management System.
  • Identify, apply for and secure funding for environmental and sustainability projects and programs across 
    all Directorates, and successfully manage such projects/programs. 
  • Identify and manage Council needs for environmental improvement projects, including delivery of environmental rehabilitation and restoration projects.
  • Engage with community and school groups to deliver initiatives and programs to enhance awareness of environmental and sustainability issues within the Parkes Shire.

About You

To excel in this role you will bring:

  • Tertiary qualification/s in Chemical, Environmental or Civil Engineering or Environmental Science or 
    related discipline.
  • Minimum 4-6 years of relevant experience in related fields.
  • Extensive demonstrated experience in a broad range of environmental and biosecurity functions.
  • Demonstrated experience in managing a small team and proven ability to effectively manage people, performance, projects, budgets, contracts and risk. 
  • Demonstrated ability to develop and lead a team to deliver organisational objectives and innovative service and business improvements. 
  • Advanced computer and software skills.
  • Excellent interpersonal skills and the ability to work within and across different departments.
  • Excellent organisation and time management skills, including a proven ability to set priorities, plan and organise workloads, and balance competing priorities to achieve specific objectives in the most efficient way possible, within the resources available. 
  • Current and maintained NSW Driver’s Licence.
  • Current and maintained SafeWork NSW Construction Induction (White Card).

Additionally, the following skills and background will be highly valued:

  • Project Management certification.
  • Knowledge of the role, functions, and responsibilities of Local Government.

The role has been evaluated as being Grade 16 of the Council's salary structure and offers a competitive salary circa $94,900 - $109,200 (depending on skills and experience) plus super and salary packaging options to increase your take-home pay.
