The City of Canning (the City) invites Expressions of Interest from suitably qualified individuals for Independent Presiding Member and Deputy Presiding Member positions on its Audit and Risk Committee (the Committee).

About the Committee

The Committee is established under Section 7.1A of the Local Government Act 1995 (the Act) to advise Council on matters relevant to its Terms of Reference, including the City’s internal and external audit, business systems, risk management, governance, compliance, and financial processes.

It oversees the City’s functions under:

  • Part 6 (Financial Management) and Part 7 (Audit) of the Act;
  • Regulation 16 (Committee Functions) and Regulation 17 (CEO Review) of the Local Government (Audit) Regulations 1996, and
  • Regulation 5(2) (Financial Management Systems Reviews) of the Local Government (Financial Management) Regulations 1996.

Recent Legislative Changes

Amendments to the Act (pending effect) require independent presiding and deputy presiding members, who are not council members of a local government or employees of the local government.

Position Details

  • Type: Voluntary (Fixed-term).
  • Term: 2 years (until October 2027), with possible extensions.
  • Commitment: Attend a minimum of four (4) in-person meetings annually at Council Chambers, 1317 Albany Hwy, Cannington WA.

Eligibility Criteria

Successful applicants must:

  • Be independent of operating responsibilities with the City.
  • Not provide paid services to the City either directly or indirectly.
  • Be suitably qualified.
  • Be able to demonstrate a high-level of expertise and knowledge in:
  • External audit and financial reporting;
  • Internal audit;
  • Compliance;
  • Risk management; and
  • Internal control systems.
  • Demonstrate:
  • Strong communication skills;
  • Relevant skills and experience in providing independent expert advice; and
  • Relevant skills and experience in presiding over committee meetings.
  • Be able to attend quarterly ARC meetings in person.

The City particularly seeks applicants with high-level financial and risk management expertise.

The successful applicants will be required to adhere to the City of Canning Code of Conduct for Elected Members, Committee Members and Candidates 2021.

Remuneration

A fee will be paid to independent members as permitted under Section 5.100(2) of the Act, in accordance with the maximum determined by the Salaries and Allowances Tribunal.
