The City Futures Directorate focuses on developing strategies that ensure sustainable and responsible planning and development for all aspects of our rapidly growing city. Being the gateway to Australia with Sydney Airport and Port Botany in our LGA, we are experiencing development of all types and scales, which makes this role particularly interesting and rewarding.
About the Role
Bayside Council is seeking an experienced and visionary leader to drive the delivery of Development Assessment and Advisory Services. As Manager Development Services, you will play a pivotal role in shaping sustainable housing and employment development across the Bayside LGA. You will ensure high-quality planning outcomes that align with the NSW Minister for Planning’s Statement of Expectations, legislative requirements, and Council policies.
Reporting to the Director, you will lead a multi-disciplinary team to oversee development applications, regulatory processes, and strategic planning initiatives. You will engage with key stakeholders, including the community, developers, and government bodies, to promote collaboration and transparency in Bayside’s planning and development processes.
Primary purpose of the role is to:
- Provide strategic leadership in the assessment and advisory functions of development services
- Ensure accuracy, consistency, and timeliness in development application processing
- Manage Council’s engagement with Local and Regional Planning Panels and the Land and Environment Court
- Oversee the operation of Council’s Design Review and Design Excellence Panels
- Regulate public domain work activities and external public domain asset construction
- Act as Council’s key representative in engaging with stakeholders on major and contentious development matters
- Drive a high-performance culture through process improvement and staff development
About you
We are looking for someone who has:
- Tertiary qualifications and equivalent experience in a relevant field
- Proven leadership skills in managing multi-disciplinary teams and complex projects
- Extensive experience in development assessment, planning regulations, and stakeholder engagement
- Strong financial acumen in managing budgets and resources effectively
- Excellent communication and negotiation skills to navigate high-profile development matters

Salary range: $185,846.72 to $209,172.13 plus 11.5% superannuation
