The Opportunity

Lithgow City Council has an exciting opportunity for a Principal Civil Engineer - Roads to join their team in Lithgow, NSW.

Reporting to the Transport Manager, you will be responsible for the day-to-day management of Council’s infrastructure assets including the collection, verification, and management of asset data, preparation and analysis of reports, statistics and returns, and providing specialist advice on asset data maintenance and capital works project delivery for the provision of infrastructure services to the community.

The successful applicant will provide technical expertise and lead the assessment and design of highly complex road assets and their inter-relationship with development, transport and stormwater infrastructure to meet the needs of the community within the Lithgow City Council local government area. Overall, the position is required to establish sound and functional system and process to improve, monitor and report on the level of asset performance and customer service relating to all Transport services.

More specifically, your duties will include (but will not be limited to):

  • Act as a technical expert providing advice to Council or its delegate on highly complex road pavement and road asset matters
  • Lead the development and assessment of highly complex road pavement design
  • Acquire, manage, review and approve externally sourced complex engineering designs 
  • Provide expert engineering advice and input into the transport infrastructure design and construction process
  • Undertake site inspections and investigations to support the development of pavement designs
  • Capture and verify data for all infrastructure assets in Council’s Asset Management System

About you

The successful candidate will meet the following criteria:

  • Qualifications in civil engineering or related discipline, sufficient to maintain membership with a relevant engineering industry organisation like RPENG or similar.
  • Current Class ‘C’ Class driver’s licence 
  • WHS Construction Induction Certificate (White Card)
  • Substantial knowledge and experience in the engineering, design and management of road assets and transport services
  • Expert knowledge in the principles and practices relating to the renewal, design and construction of transport infrastructure
  • Demonstrated experience providing technical leadership and direction to team members
  • High level knowledge of Austroads Guides and Standards, State MRTS Standards and Specifications, IPWEA Standard Drawings, and related Australian Standards.
  • Demonstrated experience in road pavement design with a highly developed understanding of pavement and subgrade material properties
  • High level communication skills to meet the needs of a range of internal and external stakeholders.
  • Experience using databases, geographical information systems and mobile computing, with a good understanding of GIS mapping systems, Microsoft Word, Excel and Project

In addition, an ideal candidate would have previous experience working in Local Government.
