About the Opportunity

Parkes Shire Council is looking for a full-time Project Engineer to join our team in Parkes, NSW. This role will provide technical and administrative support for Council's engineering activities and project delivery. This role provides for a variety of experiences within the Operations Directorate of Council and will include project supervision of new and existing assets including roads, bridges, drainage and other Council assets.  

Parkes Shire has a diverse range of developments and projects that provides this role a breadth of exposure and autoimmunity not available in many other Project Engineer positions. This is an opportunity for you to develop and challenge technical and practical skills in a supportive and encouraging environment. 

In this role your responsibilities include but are not limited to:

  • Provide engineering support and supervision for project planning, execution, and delivery.
  • Prepare, document, tender, evaluate, award, and administer Council and TfNSW contracts, ensuring compliance.
  • Prepare estimates, monitor costs against budgets, and prioritise works.
  • Implement and/or develop safe work procedures, quality checks, and environmental checks for projects.
  • Provide technical advice to Council staff, communicate with managers, staff and contractors, and recommend improvements to existing methods and techniques. 
  • Evaluate and hire contractors per Council policies, and oversee contractor performance.
  • Monitor project performance, prioritise tasks to meet milestones, and support the Construction Manager.
  • Undertake other duties as required.

About You

To be successful in this role, you will need: 

  • Degree in civil engineering (or equivalent)
  • Proven experience in project management, preferably in civil construction, contracts management or project management role.
  • Demonstrated experience in preparing, tendering, and administering contracts.
  • Strong financial management skills.
  • Knowledge of civil construction methods, materials, and techniques.
  • Knowledge of relevant engineering principles, regulations, and industry best practice. 
  • Excellent communication skills, both written and verbal, for effective interaction with internal and external stakeholders.
  • Competence in project management and engineering software including Microsoft 365.
  • Current and maintained NSW Drivers Licence.
  • SafeWork NSW Construction Induction (White Card)

Additionally, the following skills and background will be highly valued:

  • Postgraduate qualifications in project management, engineering or a related field.
  • Membership or eligibility for membership with Engineers Australia or a similar professional body.
  • Previous experience in a civil construction management role in a Local Government context.
  • Understanding of sustainable construction practices and environmental management principles. 
  • Experience managing complex contracts, including dispute resolution and contractor performance monitoring. 
  • Experience supervising or leading a team in a project environment. 
  • Experience conducting compliance audits for projects and ensuring adherence to specifications and regulations. 
  • Knowledge of TfNSW specifications and procedures, including RMS prequalification processes. 
  • Knowledge of the role and functions, and responsibilities of Local Government.

The appointment will be in accordance with the Local Government (State) Award and Parkes Shire Council's policies and conditions of employment. 

The role has been evaluated as being Grade 16 of the Council's salary structure and offers a competitive salary circa $95,000 - $110,000 per annum  (depending on skills and experience) plus super and salary packaging options to increase your take-home pay.
