About the position:

The Property Assets Officer ensures the effective maintenance and longevity of the City’s building assets, meeting legislative and operational requirements. The role collaborates with contractors and oversees preventative and reactive maintenance, to maintain the smooth functioning of operational and community buildings. Key responsibilities include asset and contract management, stakeholder engagement, contractor KPI reporting, safety compliance, and overseeing the City’s building security program, while integrating placemaking principles to enhance functionality, aesthetics, and community connection.

Key Accountabilities: 

  • Proactively facilitate preventative and reactive maintenance of City buildings, ensuring alignment with service contracts, asset management plans, and place making principles.
  • Develop and publish detailed scopes of work and specifications for building service contracts via EQuotes, adhering to the City’s procurement policy and incorporating placemaking principles to create engaging, inclusive spaces that support community well-being.
  • Plan, coordinate and oversee the building asset preventative maintenance program, including scheduling periodic inspections and ensuring adherence to established timelines.
  • Administer contracts for major services such as cleaning, air conditioning, sanitation, plumbing, electrical, and security, including monthly KPI reporting, managing contract variations and processing payments.
  • Ensure operational compliance with fire protection systems, electrical RCD and emergency lighting tests, and test and tagging of electrical equipment.
  • Coordinate maintenance of the City’s heritage buildings per Conservation Plan guidelines, preserving their historical value and role in the community, while liaising with the Heritage Council of WA as necessary.

Position Requirements: 

The successful applicant will ideally possess tertiary qualifications in Property, Business Administration, Asset Management and/or Project Management, as well as experience working within a relevant field. However, applicants who possess strong knowledge, skills and experience relevant to the position but do not have formal qualifications are also encouraged to apply.

Sound knowledge of the legislative requirements relating to procurement regulations is a key element of this position, along with effective communication and stakeholder management skills, the ability to undertake research and analytics, and strong time management skills.

Completion of a pre-employment medical including alcohol and other substances testing is required of all positions at the City.

Remuneration and benefits: 

A salary starting from $84,883 per annum or $42.9568 per hour will be offered dependent on knowledge, skills, experience and qualifications.
