Georges River Council have a fantastic opportunity for a Security and Emergency Management Officer to join their team based in Carlton.
About The Role
This role plays a critical part in local emergency management and security operations for Council. As the Deputy Local Emergency Management Officer (DLEMO), you will provide executive support to the Local Emergency Management Officer (LEMO) to ensure the effective operation of the Local Emergency Management Committee (LEMC). This involves working closely with emergency services, government agencies, and community stakeholders to enhance Council’s preparedness, response, and recovery efforts in emergencies.
In addition to emergency management responsibilities, you will oversee Council’s security operations, including security risk assessments, CCTV and access control management, after-hours callouts, and contract management for security services.
Responsibilities include:
Emergency Management focus
- Support the Local Emergency Management Committee (LEMC) by providing executive assistance and coordination.
- Assist in the development and implementation of Council’s emergency management plans and procedures.
- Act as a key liaison with emergency services, government agencies, and community organisations during emergency events.
- Provide advice and guidance to Council on emergency preparedness, response, and recovery strategies.
- Contribute to the review and testing of emergency management plans to ensure they align with legislative and regulatory requirements.
- Facilitate training exercises and workshops for Council staff and stakeholders to enhance emergency preparedness.
Security Operations focus
- Manage the security operations of Council, including CCTV, alarms, swipe card access, and security risk assessments.
- Conduct security audits and implement risk mitigation strategies.
- Respond to security incidents and coordinate with government agencies on matters impacting Council’s assets.
- Develop and implement policies, procedures, and guidelines for Council’s security and emergency management strategies.
- Manage security-related contracts and oversee system upgrades for access control and security operations.
What We Offer
- Permanent, Full Time - 70 hours per fortnight
- Salary from $94,961.99 - $110,025.72 per annum plus 11.5% superannuation (dependant on the skills, qualifications and relevant experience of the suitable candidate)

The successful candidate will have
- Experience working in an emergency management role
- Licence – Security and Risk Management, or commensurate experience to the licence requirements and preparedness to undertake the qualification within 3 months of appointment
- Drivers Licence Class C or above
- Highly effective communication, community consultation and stakeholder engagement skills
- Proven experience in the delivery of organisational projects
- Minimum 3 years experience in the security industry
- Demonstrated knowledge of the Security Industries Act and Regulations
- Clear and concise oral and written communication skills
- Demonstrated ability to use various software packages, including Microsoft Office
- Demonstrated experience in managing contracts
- Demonstrated experience in managing projects
Desirable
- Asset Management knowledge and experience
- GIS experience
- Experience in placemaking
- Project management certification
